Structure

As a new nation, Timor-Leste is in the right direction to develop its country financial system where at this stage is only composed by banking sector and currency exchange buareaux activities. The legal frame work to regulate, license and supervise these financial institutions is UNTAET Regulation No. 2000/8 on Banking Licensing and Supervision and the UNTAET Regulation No. 2000/5 on the establishment of Currency Exchange Bureaux. The BCTL has also been vested the authority to license, regulate and supervise national market that dedicated to insurance sector operation based on the RDTL Law no.6/2005 on Insurance Companies and Intermediaries that completed the financial system in the country. The provisions contained in those legislations were adopted the International best practice standards. The leading financial institution in the country is the Central Bank (BCTL) that regulates commercial banks activities.

At this stage the financial institutions operated in the system are only banks and a currency exchange bureau named “Global X” that operate in capital of the country. While opportunity to participate in insurance sector is broadly open for whom attracting in this field. The banking system consisted of three branches of foreign banks and a specialized institution in micro-credit under supervision of Banking and Payments Authority.
